Message/Email Curfew

At the moment we have the Happy Birthday email set up, and also email reminders for forms. These are set to vaguely happen "on the birthday" or "one week after the form was sent".
We sent a form at 10am, however the reminder went out at 5am. The birthday email went out at 4am. Some of our clients have alerts and get notified when they get an email. We should be able to set a clinic curfew so that any auto generated emails are being sent during reasonable business hours.
We also should be able to set up forms and messages on a delayed send schedule so that they are sent during business hours. I know this has been requested a lot in the past, especially if a provider is working at 10pm but doesn't want the message to the client to be timestamped at 10pm.
